New Stuff for 9.20 RC-3 and -4:

A few little error-fixes... just minor tweaks.
Panel lighting correct for planes with 3-d panel and ATTR_cockpit_region.
Latest language translations
Pixel shaders should look less strange in cities.
Panel zoom is back to the way it USED to be (one 747 panel in the center of Matrox).
